Here is an application from one of my partners that we recommend.
It is a useful tool that may help you update outdated drivers.

What exactly is supposed to happen? it went by the screen smooth a silk. 240fps fullscreen and windowed. and just as smooth when I pressed v and turned off vsync.. smoooooth. over 10k fps. So I guess I don't have any stutter then?

Yeah there was anormal stutter with vsync in windowed
mode that could be seen visually but Not necessarily with monitoring tools.

I know this doesn't affect my system anymore , so seems like nvidia fixed the issue but I don't know exactly when they fixed it as I recover from a heart attack that I had at the beginning of May, so I didn't check a lot

The author has provided system requirements and important information about known issues, as well as how to financially support the project. Nice to see support from backers and suggestions for tools that might be helpful.
