I've seen a few people mention a similar issue (Display + Audio drivers not installing) on Guru3D, so I'm not sure what's causing it anymore.
The next time AMD releases drivers, I'll try installing + uninstalling my drivers 5-6 times using only the AMD Installer/Uninstaller to see if the issue reappears. Then afterward I'll use only DDU. Then I'll try again the way I normally do (AMD Uninstaller first, DDU after) to see what happens. I'll do each multiple times to see which one introduces the issue (if it does appear).
It could be that all of us affected were using an older specific build of Windows 10 and the issue stayed with us for a while, but doesn't exist anymore. A temporary error in compatibility with an older build, hard to say.
