I really think the problem is on your end and the error message is quite explicit about it.
There seems to be a problem initializing the performance counter on your end. ISLC use the performance counter to verify the current memory status.
Can you see if an event log is generated ? mostly under the "Application" and "system" after you tried to launch ISLC.
This is usually a service that is disabled in "services.msc" and that it shouldn't. (just like the message say)

Just registered here to post a solution if you can't reload counter.
It is working with PowerShell.
1. Run Powershell with Administrator right (just in case)
2. First, reload counters from sysWOW64
3. Navigate to System32 and reload counters there
Also, maybe the author would consider to include PS script to reload performance counters. Just sayin.
