Unable to launch program

Getting this error shown in the attached picture every time I try launch the program,

Im using Windows 7 Home premium atm.

I tried the usual fixes suggested via command prompt, doesn't fix the issue.

Getting this error shown in the attached picture every time I try launch the program,

I tried the usual fixes suggested via command prompt, doesn't fix the issue.

I do know what is the cause exactly for this to happen. Only thing I know that users are doing to fix this is a windows reinstall.
I guess the problem is what it is specified in the error message, something wrong with one of your service related to the performance counter.
