This is usually an issue with your .Net installation on your system.
Check if you have anything on the eventlog (under application) as for now this message doesn't really give me any sign of what is wrong.
You could try re-downloading again and installing into a different folder location.

Is this still beneficial in 2021? It's been a while so not sure if Microsoft would have fixed it by now.

Its the Changes since 2.4
I'll probably change the naming in the future because it's confusing
