ISLC NOT OPENING

I tried all the fixes

If you have issue running it.

First : Run in a CMD (command prompt with admin privilege) 2 times :
LODCTR /R and reboot

If still not working, we check if you have disabled performance counter and enable them

lodctr /q | find "Disabled"

lodctr /e:PerfOS

BUT NO POSITIVE RESULTS
NO ERROR MESSAGE
NOT OPENING
IT SHOWS IN THE SYSTRAY FOR SOME SECONDS AND GONE BUT NOT EVEN OPENING

Can you see in the windows event log under application if you see anything related to an application crash ?
On what OS are you ?
