hard to tell, its really old version, ill say to repair / update to latest .net 4.8 and with current version 18.0.5.8

It's not something I can fix, something seems wrong with your .net installation or something else.
Try to reinstall .net4.8
Does the issue also happen in safe mode?

This is something I cannot fix on my side, so there is only 2 possible solution,
1- Re-install .Net 4.8
or
2- Re-install your windows.
