ISLC lodctr /R not working NEED HELP

after receiving an error for the performance counters I followed the guide and tried fixing it
I went into CMD in admin mode and typed LODCTR /R twice and it said successfully done I restarted my pc and it froze, tried again and did the same thing. This time I shut down and it didn't do anything. how do i fix this?

I cannot explain why this happen to you but if you pc freeze after doing this, there is something not normal with your Windows installation.
