windows installing new device

Hello, just would like some clarification.
When windows shows that pop upp: 'installing drivers for a new device' when replacing or putting in a new device (or in this case, a GPU), does this mean much?
i.e. does it affect install of drivers in a bad way or post performance?
Apologies, first time buying a high end gpu and would like to know.
