ISLC error code 3

I'm getting this error when I try lodctr /R in admin cmd

Error: Unable to rebuild performance counter setting from system backup store, error code is 3

I'm also not getting a readme.txt

do the LODCTR command 2 times, second time will be successful. and then reboot

still same ui after reboot
