I had the same thing with Edge (using the chrome engine). I went into safe mode, performed the clear and my cookies were gone after this. While DDU may not be doing this, I noticed during the output it reports using an API to "do stuff", could that API have been updated to clear / wipe cookies?
The SetupAPI you probably saw is what remove the devices from device manager.
Something that could help is checking if the cookies are there .

If they are there after a DDU cleanup , well, it's clear that hey were not removed. Maybe they can get invalidated because of too much system change, but that I'm no expert of this.
But I'll say that to eliminate DDU completly as the cause, we must know (cookies files) if they are still there.

I upgraded to a 5090FE last week and ran DDU and all my cookies were cleared again, hence suspecting DDU and landing on this thread. Chromium browsers typically do not clear cookies after a hardware change so it might be something else (combination of DDU and something in safe mode?). I did check out most of the log entries to find anything browser related and was left with only the entries with a CLID. All the rest looked fine. My knowledge does not go deep enough to check all those out =(. So maybe some entry that gets deleted is something the browsers do not like.
Anyway, it's not that big of a deal to me and still love DDU

I just had this happen myself and already sent in my logs. I use Edge and my cookies were wiped for most websites as well. I had to log into Google and all sites that use Google, Netflix, tweakers.net (Dutch tech platform), Battle.net, Reddit, ChatGPT, Amazon Prime Video, Floatplane, Twitch and probably other sites I haven't checked yet.
One thing I did notice is that if I used a QR code to sign in (such as on Discord or on WhatsApp Web) or an API key (like deck.blue), it did not sign me out. I also noticed it only signed me out of my default Edge cookies. I was not signed out of any websites on my secondary Edge profile. I also do not appear to be signed out of any websites on my second Windows account I use for work and wasn't involved in any driver deletion today.
One thing I am speculating about: I believe the Nvidia App and Geforce Experience clients are based on Chromium as well. Is it in theory possible that uninstalling these using DDU in safe mode might be messing with cookies in other browsers?
